MINSK, 19 January (BelTA) – Plans have been made to offer housing construction opportunities in small towns and villages to people in need of better housing as a priority. Belarusian Architecture and Construction Minister Ruslan Parkhamovich made the statement during a presentation of the main directions of Belarus' social and economic development program for the 2021-2025 period on 19 January, BelTA has learned.

 

According to the source, the development of satellite towns and reverse migration to small and medium-sized towns will be part of the housing policy. “The reason is rather simple: the larger the city is, the larger the number of people in need of better housing in it is, including large families. We intend to encourage citizens, who have been recently put on the housing register and who will have to wait for years for their turn at housing construction, to opt for housing construction in small towns and rural populated localities which number of residents does not exceed 20,000,” Ruslan Parkhamovich said.

 

Those, who take the offer, will retain their right to state support for housing construction. “We believe it will stop the increase in people in need of better housing, who have been on the housing register for ten years and more,” the minister added.

 

Plans have been made to encourage a single real estate developer to build several single-family houses in an area in order to streamline and improve the architectural image of populated localities.

 

A ban on granting land plots for single-family housing construction in places without engineering and transport infrastructure will help resolve the problem of large-scale unfinished housing construction in areas earmarked for single-family housing construction.

 

All the new housing will be energy-effective. In 2025 at least 30% of the new apartment houses will rely on electricity for hot water supply, heating, and cooking.

 

Plans have been made to increase housing availability by increasing the construction of rented housing.

 

The average price per square meter of housing built with state support will not exceed the country's average salary. According to the architecture and construction minister, it has been the case for the last four years.

 

The ministry also has plans for digitizing the civil engineering industry. A state-run website dedicated to the civil engineering industry is supposed to go online in 2021.

 

“Thanks to these measures the housing availability will be at least 28.5m2 per person in 2025,” Ruslan Parkhamovich concluded.
